The Valuation Tribunal for Wales is an independent tribunal. Our function is to deal with appeals against decisions from the Valuation Office Agency or billing authorities in relation to Non-Domestic Rates, Council Tax and other local taxes.

Business (Non-Domestic Rates)

If you believe that the rateable value of your property for business rates is wrong, you should first contact the Valuation Office Agency (VOA) before contacting the Valuation Tribunal. The VOA determines the level of value that bills are based on; and so, they should be given a chance to look at the issue before raising it with us.

Council Tax Banding

If you believe that the banding of your property for Council Tax is wrong, you should first contact the Valuation Office Agency (VOA) before contacting the Valuation Tribunal. Council Tax Billing

If you believe that the amount of Council Tax that your Council is charging you is wrong, or that you should not be charged at all, you can appeal to the Valuation Tribunal about your case. However, you can only do so after you have first raised the matter in writing with the Council.

Our background

The Valuation Tribunal for Wales (VTW) hears and makes decisions on appeals about decisions made by the Valuation Office Agency or local councils on Non-Domestic Rates, Council Tax and other local taxes.

VTW is an independent tribunal. It is funded by the Welsh Government, but its members and decisions are wholly independent of government, and all other bodies.
